Beninese municipalities make sustainable investments

After some years of coaching by Beninese and Dutch experts in the field of local economic development, land management/registry and agricultural development, six Beninese municipalities received small grants last Spring, to be spend on adjusting weaknesses or gaps in their municipal governance structures and on strengthening institutions which would help them claim their role as coordinator in the field of local economic development. While soft investments (such as trainings, the hiring of experts etc.) were financed by LGCP, hard investments (equipments, materials) had to be co-financed by the municipalities.

In the Northern municipalities (Toucountouna, Boukombé, Kandi and Banikoara) the investments were mostly spent on institutionalising the cellules de gestion des bas-fonds/retenues d’eau/ sites maraîchers – organs consisting of the Mayor, elected officials, technicians, NGOs, producers and women groups, which aim to better manage the development of wetland areas, water detention structures and the cultivation of irrigated crops and vegetables. The cellules were established during LGCP, after acknowledgement that the municipalities did not have enough human resources to adequately deal with the topic of promotion of agriculture. Through the investments, technicians were hired to coach and accompany the newly established structures. The municipalities are now looking into ways to further institutionalise the cellules and first contacts with other financial and technical partners have led to promising outlooks: it is very probable that the organ will be duplicated in other, non-LGCP municipalities in the next years.

Dogbo and Klouékanmè, both located in the Couffo department, have invested in the promotion of their palm oil and tomato sectors. The already existing cadres de concertation were reinforced to facilitate better exchange between all relevant actors in these sectors; this has led to monthly meetings between the municipality, producers, agricultural NGOs etc. Furthermore, the palm oil and tomato planters received training and education on this matter will be further institutionalised in the near future: it is included in the municipal annual plans of 2017.

In all municipalities, investments were also used to organise fora with all the (international) financial and technical partners active in the municipalities. This led to thorough exchange, better alignment of efforts and even possible coordination amongst the different donors. Many other municipalities now showcase strong interest to organise such fora in their communities as well – the association of municipalities of Benin (ANCB) will try to facilitate the municipalities in this process.

In Benin, the grant agreements have proven that small financial injections can have a large impact. The LGCP investments were short term, but it seems as if the municipalities have embraced the line of thought, which can be proven by the anchorage of these initiatives in next years’ work plans and budgets.

Nieuwjaarswens

Het bestuur van Vrienden van Boukombé  wenst alle vrienden van Boukombé een gezond en verdraagzaam 2017  Dat we samen de ongelijkheid in de wereld een klein stukje mogen verkleinen. Dit jaar hebben we ons bijzonder ingezet voor Radio Dinaba in Boukombé om hen te helpen aan nieuwe en sterkere zendapparatuur waardoor zij nog meer luisteraars kunnen gaan bereiken. Nog €2.500 en dan hebben we het streefbedrag bij elkaar. Wie helpt ons nog de eindstreep spoedig te halen?

Wij danken alle partijen en individuen die dit jaar hebben bijgedragen om de ontwikkeling in Benin een stukje verder te brengen. Speciaal bedanken we de volgende gulle gevers:

Uitwisseling ervaringen tussen gemeenten

discussion-apres-visite-champ 2016-echange-dans-la-salleOnlangs waren leden van de werkgroep irrigatie van de gemeente Toucountouna op bezoek in Boukombé, om elkaars ervaringen te delen en te leren van elkaar.

discussion-apres-visite-champNa uitwisseling van ervaringen en de verschillende do’s en don’ts was er ook een veldbezoek. Een rijsttelersgroep in het dorp Kouantongou werd bezocht. De groep van 72 leden, waarvan 60 vrouwen, verbouwen dit jaar 35 hectare rijst. Het bezoek dat midden in het groeiseizoen viel, leverde dan ook mooie beelden op. De productie wordt gesteund door een afzet coöperatie die met een gegarandeerde prijs afneemt. Daarnaast worden zaden en meststoffen op krediet aan de leden geleverd.  Toucountouna heeft een dergelijk systeem al lang op haar wensenlijstje staan en kreeg nu de gelegenheid alle ins en outs te vragen. Een succesvol bezoek.
